Meet The Team

Tae Mi Lee

President

Lee has served on the LWV Texas Board since early 2025, leading several initiatives and projects. Tae Mi has spent more than two decades serving on and working with management teams across a wide range of organizations, including both public and private entities across multiple industries, such as energy, crypto, and investment banking. During that time, she has been directly involved in approximately $50 billion in financial transactions, helping to grow startups as well as advising on exit strategies for public companies. Tae Mi holds a BS in Economics from UT Austin and an MBA from U of H. Her other passions include advocating for animal rights. 

Nancy Kral

Secretary

Kral served with the Houston League as VP of Voter Services as well as Chair of the Nominating Committee. Having recently relocated to Dallas, she is following her passion for immigration issues by serving on the leadership team of LWVUS Immigration Interest Group and has served in various leadership positions with several immigration rights organizations. Nancy has a BS in Government from UT Austin and an MA in Political Science from UH. She is a retired professor of Political Science and served as Department Chair of Social Sciences at Lone Star College. She also serves as a volunteer with Northpark Presbyterian Church’s “Reverse Food Truck” and at the Vickery Meadows Food Pantry. 

Elaine Wiant

Treasurer

Wiant will continue on the state board as Treasurer. She brings a wealth of history and experience at national, state and local levels as a past President of the League of Women Voters Texas (2014-2018) and past LWVTX Treasurer from 1997-2005. She also served on the board of LWVUS from 2006-2012, again in 2018, and as LWVUS Treasurer from 2006-2010 and 2018. She has been a League member since 1988.   

Felicia Miyakawa

Vice President

Miyakawa has served in leadership positions in the Williamson County League since 2022, and is currently its President. Her responsibilities have included overseeing daily operations; supporting voter registration and education activities; advocating for voting rights; growing membership; creating partnerships with other organizations; and developing new programs such as voter registration at naturalization ceremonies and at the Williamson County jail. Felicia earned a Ph.D. in Musicology from Indiana University, and was a professor and administrator at Middle Tennessee University for ten years. Her passions include volunteering with Williamson County Master Gardeners.

Charlotte McKenzie

Vice President

McKenzie is continuing on the state board as the Chair of the Service to Local Leagues Committee. She has also served as President, Vice President, Program of LWV Collin County. Holding an MS in Administration and BS in Business Administration, Charlotte retired after 36 years in the biotech and pharmaceutical industry working with Fortune 500 and startup companies as an award-winning clinical science specialist, accomplished in research, team leadership, new business development, executive training, sales and marketing. Mckenzie serves on the City of Frisco Urban Forestry Board, the Executive Council of AARP Texas, and as a member of the National Black MBA Association, The Links Incorporated, and Junior League of Collin County.  

Marilyn Minnaar

Vice President

Minaar has served as a Director of LWV Texas since 2024, and currently is head of Voter Education. Marilyn previously held multiple leadership roles with LWV Hays County, including as President and VP of Voter Services. Marilyn holds a Master’s degree in Educational Technology. She retired as a special education teacher, with a passion for leveraging technology to enhance equity and accessibility for students and others. She was also actively involved in her school district’s teacher mentoring program, curriculum development, strategic development, and project-based learning initiatives. While living abroad, Marilyn contributed her expertise to the Hong Kong International School. 

Yvonne Pelayo

Vice President

Pelayo served as President of the LWV of San Antonio from 2024 - 25 and has been involved with the League since 2021. Her civic engagement includes serving on the City of San Antonio Office of Urban Redevelopment, Bexar County Elections & Voter Engagement Advisory Committee, Our Lady of the Lake University Business Advisory Council, and Annie’s List Training & Engagement Fund. Yvonne spent her professional career as a human resources professional in multiple industries, including many years with CPS Industries, where she ultimately served as Director, Local Government Relations. 

Joyce LeBombard

Director

LeBombard has served as President of LWV Texas since June, 2022. She began her service with the state board in 2021, leading the League’s technology transition. Joyce joined the Austin Area League in 2017 and engaged in various roles, including VP of Voter Service, President, and Interim Communications & Technology Director. She has worked to broaden the League's reach through voter registration, get-out-the-vote, and community outreach programs. Joyce holds a BS in Computer Science and is retired from a 25-year IT management career in the financial services industry. 

Hannah Kessler

Director

Kessler is new to the League, but has a distinguished career in civic engagement, demonstrating her long-term commitment to expanding equitable access to participation in democracy. Hannah is currently the Executive Director of Texas Youth Voter Project, a nonprofit organization that partners with school districts across Texas and also serves as a voter resource for the broader community through GOTV, voter registration, and voter education services. Hannah also serves on the Dallas County Citizens Election Advisory Committee, giving her experience in governance, public accountability and effective election administration. Hannah has collaborated with the Dallas League to advance nonpartisan voter education and access across Texas.

Donna Miller

Director

Miller currently serves as the Chair of the Nominating Committee for LWV Dallas and has been active on the Voters Rights Committee. Donna is co-owner of BHP ETC Inc, a small minority-owned business specializing in full-service printing, engraving, and promotional items. She was previously employed at the Environmental Protection Agency for thirty-four years. Donna’s primary expertise at the EPA was grants administration, and she was a member of the agency's leadership team for over twenty years. Donna has a BS in Business Administration and has served with other nonprofits, including the National Council of Negro Women and the Young Men's Service League. 

Alice Owen 

Director

Dr. Owen is currently the president of LWV Irving. Alice has served on numerous state and national boards. She has more than 46 years in public education and non-profit education association work, having recently retired as Executive Director of the Texas Education Technology Leaders Association, which supports school district technology leaders throughout Texas. Alice earned a Ph.D. in educational administration and political science and in 2017, achieved her Certified Association Executive certificate for managing non-profit associations. She is a Certified Yoga Trainer and teaches community yoga classes at her church in Irving. 

Carol Shattuck

Director

Shattuck was on the Board of LWV Houston for five years, serving for most of those years as Chair of the Fund Development Committee. Carol brings to the Texas board her knowledge in strategic planning, project management, board development, and collaboration. She was previously President and CEO of Collaborative for Children, a nonprofit organization that partners with parents, early education programs, and the community to help young children reach their full potential. Carol earned a BA in Public Policy Studies and Psychology from Duke University and a Master’s in Business and Public Management from Rice. She currently runs a consulting practice working with nonprofit organization leaders to strengthen performance and outcomes. 

Claudia Stravato

Director

Stravato has been a member of her local League for 50 years, having served in every position except president, treasurer, and head of the Voters Guide. Claudia has been an officer in many statewide and local organizations, several of which she founded. She was CEO of Amarillo Planned Parenthood for 11 years. Claudia also served the late Lt. Governor Bob Bullock for 25 years as Chief of Staff, as well as Deputy Comptroller when he served as Comptroller. She has been involved in politics in both parties and organized and ran several campaigns, including Bullock's campaign for Lt. Governor. Claudia has a BS and MA in Political Science, Government, and Economics from West Texas A&M. She currently teaches political science at WTAM, where she has taught for 21 years.
